This is how I see it. The only elections to office he's ever won have been

to the Prince William County board of supervisors (from the Occoquan District), and then the board's internal election to chairman. Otherwise it's just been the recent GOP senate primary. He also came within a gnats eyelash of beating out Gillespie in the last GOP gubernatorial primary. He doesn't stand a snowball's chance in hell though. The Virginia GOP isn't even endorsing him. That's just how radioactive he is. They're just punting on the senate seat entirely this time and trying to distance the other GOP congressional candidates from him.

Prince William has a lot of illegal immigrants and is 22% Hispanic/Latino, compared to only 9% for Virginia and 17% for the U.S. Even neighboring Fairfax is only about 15%, while neighboring Stafford and Fauquier Counties are 6.4% and 8.3% respectively. Stewart has claimed to be Trump before Trump was Trump, with that special uber anti-immigrant appeal when it comes to the local electorate.

And you're right, Prince William does generally lean left, even a lot more than just "lean". For example, Clinton beat Trump, 57.6% to 36.5%. But Stewart got 56.4% in the recent GOP senate primary in Prince William that was otherwise super close statewide 44.9% to 43.1%.
