Yes, you can vote in either, just not both obviously. You don't have to


register with a party to vote in that primary.

That's why in the POTUS primary, there was talk of a lot of Dems voting in the GOP primary for Trump because they wanted to stop the Rubio rise at that time, and assumed Trump would be easily beatable for Hillary. No clue if that's true, or was enough to make a difference, but it was talked about.
