Is blame and responsibility the same thing?
I recall that the Mayor at the time in early 2017 declared Charlottesville a "Capital of the Resistance". I am sure plenty of citizens agree with the statement, but I also imagine that not everyone signed up for that. My personal preference is for local politicians to concentrate on what they control. If they want to impact national politics, run for Congress. The current Mayor was complaining about Virginia being a Dillon Rule State. That's not likely to change, so she needs to figure out how to govern within that system. I also heard something about changing the City Charter to move away from the Council/Manager form of government and adopting a strong mayor system like Richmond. I don't think that's going to happen either but I think the City could move to a directly elected mayor. Would still be a mayor with one vote and no veto power.
