Watch and listen to his statements. Whenever he makes one with his arms crossed he is signalling that he's reading something he doesn't want to read and is only reading it because he is being forced to do it. The tone of voice he uses and the choppiness of his delivery reinforce that idea. Neither the tone nor the choppiness show up when he's reading something he likes over the teleprompter, so that's not an excuse. He has the same expression and attitude as a 4-year-old being told to eat all their vegetables or that it's time for bed.

Plus, the major portion of the Jewish community in the US does not support Bibi's government. He's surrounded himself with far-righters that really don't want a change to the status quo "peace-wise" there.
