Not always that easy though probably the best solution. look at major


coastal cities. Miami is my favorite. there is of course flood zone all over the beach are but somehow the major hotels are all carved out. look at new orleans and houston. prime examples that back both of our points. thats a lot of people living in flood areas. where do you put them? hey just move an inconvenient distance from your life. hell in some cases you might have to move to another state. housing is not infinite.
