The whole point of near total compliance is that when infected people inevitably slip through, the disease dies because the population is immune. I realize for you it's more fun to be insular and fearful and use this fear of outbreak as another reason to wall off the country from the outside world, but you can't eliminate the risk of infections getting through, no matter how desperately you huddle in the corner. You can immunize the entire population. Problem solved.
