No. They were considered to not be residing in the US of A. It's uniquely
different from the immigration issue. They didn't immigrate here. We did. In a very real sense during the century of pushing westward, we only wanted to count immigrants. That would be all of us. Citizenship wasn't the issue - we wanted what the Indians already had. We imported hordes of people from Europe to help push west, and basically just overwhelm the lands held by Indians. Started during colonial times. And the census didn't require new arrivals to be citizens before being counted. Once the westward push was complete and there was no longer any real common sense concept of separate, sovereign Indian nations, all were included in the census.
It's just not a very good analogy.
