A couple of key lines from the article:

The police department told WCCO that it cannot recall anyone being fined for breaking the snowball ban.
While it seems a little silly to codify "snowball throwing" into a weapons ban, I don't think you need to worry about kids being rounded up for having a snowball fight. However, if you pelt an unsuspecting person with a snowball, you're probably guilty of battery... and that would be the case with or without this law.
So while the specificity of the law is silly, it's not quite as silly as your outrage over it.
