I did not see light on the plane in that video which was strange to me.
Where were the lights that indicate it is a commercial plane? If I remember the Korean Air shoot-down that was one of the indicators that should have told the Soviet plane that it was a commercial craft (but they were not flashing in that case either.)
The fog of war aspect is the fact that the Iranians were likely expecting a counter attack. There
also was clearly not sufficient coordination between commercial and military air personnel. The end result is some AA personnel firing off a couple of missiles at something they almost certainly thought was an incoming American plane. I don't think you can blame the technology. I highly doubt these thing go off accidentally. The shot was intentional. The shot at a commercial craft was not.
I don't see any incentive for them to deliberately shoot down that plane. There were no Americans on board. I believe there were Iranians on board.
