although in a military sense, Iran knows such warnings would provide a tip of upcoming action. My understanding is that missiles were launched from western Iran several hundred kilometers from Tehran so Iranian military may have thought that no deconfliction was needed at the Tehran airport. No good reason for an aircraft near a known commercial airport, increasing altitude at relatively low speed to be deemed a threat by an air defense unit in my opinion.
