I don't know the answer to your question, but certainly, the optics are

terrible. Why did release of that stock take so long? Why would the POTUS tell governors they are on their own, "We're not stock clerks", rather than highlight the DOD resources and stockpiles available?

Either the stockpile is not the size described by TrumpCo, or they are sitting on a massive stockpile for some unexplained reason, or the rollout of the supplies is so poor that available supplies can't be quickly moved to where they are needed most. None of those scenarios are good, and all point to a failing in the federal government's support of state and local entities in combatting Corona.
