I know because I was part of teams that put together business continuity plans. Now my role and all that I really remember from the plans was to identify events that could cause major business disruption, quantify potential impact of business disruption, And create a plan for business continuity. Pandemics resulting in shut down a business was certainly something considered and planned for.
What I don’t know is how that planning was used in establishing capital and liquidity adequacy levels.

But maybe you will agree that it’s more than just bad optics for a large corporation to need bail out from the US government months after it used windfall tax reduction to buy back it’s own stock. I would certainly tell those companies they have to resell that stock first
