Sure, but I don't think the effect of this on low paid workers

who are still on the job should be disregarded. As my friend put it:

"Don't get me wrong I am truly blessed to have the job I have and will work whenever scheduled to do so. I am saying why would pay someone more than if they were working. Regular salary or stimulus whichever is less would make sense."

All I'm saying is that workers in low pay jobs (that is most jobs here) are complaining that it is unfair. Adding $600/week to the u/e benefit will be a substantial raise for many people and they'll end up earning a lot more than the workers still on the job. That could not have been the intent of this legislation. What is the downside to capping it at the lost income?
