BTW since you're such an expert on the topic, what happens if that employee starts no-showing or being worthless while on the job in an effort to get fired or laid off? What about if the ER decides they can lay some or all their people off because their payroll will be picked up by taxpayers, and in many cases their employees will be happy, and appreciate the boss for doing it, because they'll be better off financially and now able to stay at home? (many of which now have kids needing daycare with schools closed)

Allowing UE to exceed 100% of their prior payroll is completely nonsensical. If you want to justify it by just pumping money into the economy and/or help out the poor and working class, then argue for sending everyone under a certain income level a one time check, regardless of employment status.
