If intervention means fighting men then Russia still would have won. It was

too big and too cold for Germany. American not intervening still leaves England, France, Canada, etc to fight in the west so it was always going to be a two front war for Germany. There were more British soldiers in Europe than American. America's biggest contribution was material.
