That paper is pure crap.

His argument is basically:

1. We can't wait for actual, legit clinical trials! We must do something now!

2. Here are the widely discredited "studies" that don't prove anything, but I'm going to say they conclude we should start using HCQ for all outpatients NOW!

The 5 "studies" he uses to back his case are:
(a) the first bogus Didier Raoult study.

(b) the second bogus Didier Raoult study.

(c) the claims of Vladimir Zelenko, the NY doctor who recently left his Jewish community after community leaders criticized him for his claims (and who has been quoted saying "I’m a clinician, not a researcher. I don’t fully understand the language of clinical research.").

(d) a "study" from Brazil that I haven't read, but the only references I can find to it when I google it are under the header "HCQ vs the Globalist Deep State" and a on site called covexit.com, which is pretty clearly an HCQ propaganda site that is also pimping this report you linked.

(e) an alleged "small study" at a long-term care facility in Long Island that has zero citations, so who knows if it even exists.
