That is absolutely not true. As I explained, the report you linked
is just repeating a few discredited "studies" and adding a couple that have no sourcing to even vet their legitimacy. Debunked studies are not evidence that anything is effective. That's just not how it works.
What you are really saying is that "I think/wish early HCQ treatment works even though there is nothing scientific backing that up." That's great to hope that something works - obviously we all want discovery of effective treatment. But please stop saying that there is evidence of HCQ working against COVID-19 (for early treatment or otherwise), because outside of a few anecdotes (some of which are form folks with questionable motives), there is not scientific evidence that it works.
