To answer your question, though.....
I'd probably start with policing. That's the most immediate issue for predominantly black communities. Drastic budget moves are in order all over the country, where police budgets continue to increase while other programs that show real promise in helping communities have had their budgets slashed.
Public housing needs an enormous overhaul, too. There are myriad issues that need addressing and dozens of books and essays have been written by people a lot better-versed on these matters than I. I don't have any quick answers, but I am sure of this: If we fail to understand the origins of those problems afflicting the black community for so long, we have little chance of fixing them.
