Or perhaps rather that some recounts were not certified (and thus the results of them not made public.) Part of the problem (besides some counties being bigger than others) is that some were counting those pesky hanging chads, others were counting ballots with dents but not punches, and others still would only count perfect ballots. Some were counting only imperfect ballots but leaving the good ones unrecounted, and trying to divine the voter's intent and others were tossing them.

The Supreme Court said "this violates equal protection" and then in the 5-4 decision said "the deadline by national statute is in three days and there's no way you can figure out how to do this correctly before then, and we're not pushing back the national deadline."
