too broad a brush. Unfortunately it is not easy to separate people who are in position for full-time employment and can't get it vs. people who are in position for part-time employment and are no worse off just collecting unemployment.

If we had a functioning legislature, the thing to do would be simply to drop helicopter money everywhere, treat it as income, and raise marginal rates to collect it back from those who didn't need it in the first place. Of course no such body exists in this country.
