The stimulus checks were means-tested based on existing tax information. Not everyone got them, or if they got them, they were adjusted (mine was like $50). Unemployment is a different category of stimulus. You're paying people due to the virtue of being unemployed. My point is to go ahead and give everyone the cash (call it UBI, call it stimulus, I don't care) and make up for it later through taxes.
