Not really. In the mid 70's it was north of 30%, and from the
late 80s to 2000 it was 30%, but it's been in the low to mid 20% range most of the rest of the time.
So I guess it's ON the low point... but mostly consistent with the rest of the last 65 years.
But a top rate of 43.8% seems ill advised. That would be be the highest rate in the last 65 years and 210% of the OECD average. I'm still not sure what's so wrong with the current rate. Just eliminate the stepped up basis on inherited assets.
