Either. The president’s job is to do more than “want”. This president considers threats to be the plan. He threatens schools that don’t open, but he does nothing to create the conditions for them to open. That’s his job, not to make threats.

Same with OH St football. If he’d been pushing masks instead of Oxyhrdrowhatchamacallit since the spring, and experts are right when claiming that 95% mask compliance would stop the virus in its tracks, then college fb might just be happening normally (probably no fans no matter what).

These are Trump’s failures. Not a question of “will he take the hit”. He already is.
