Depends on the job
I'll note first that you didn't answer any of the questions, which I will give you the courtesy of doing. Care to respond?
I don't view private industry as the model of efficiency in many cases either, but I would want someone who knows how to be efficient in the job they are doing and who will bring revenue to my business. I don't know that putting a Confederate flag on their truck and parking it by my front door would necessarily help that cause.
I don't know what you mean by someone identifying themselves through their sexuality. Perhaps you mean gender identity? I would have no problem hiring a trans person or any member of the LGBTQ community if they could do the job well.
