It's about revoking permission for an emergency response to something that
happened a generation ago. That authorization was limitless in terms of strategy, tactics, geography and time. If Donald Trump thought there had been a terrorist in Buckingham Palace the authorization gave him permission to launch a drone strike there and claim that congress had authorized it, which they had.
The old war powers act would still be in force. It recognizes the president is the CiC. It says in an emergency the president acts but must report to congress within 30 days. That's it. It simply removes congress's blank sanction for anything the president does in a war on terror and requires the president report actions within 30 days. Nobody is in any additional danger. There is no restriction to troop movements, etc.
