It isn't that hard. There needs to be, and there is, flexibility to deal
with an evolving security issue. But let's take Iraq for example. W built up forces to attack Iraq without any authorization from Congress at all. By the time he got a war resolution of any kind it was fait accompli. Years later after thousands of Americans dead, millions of Iraqis, trillions of dollars and destabilization leaving Iraq and its ethnic groups to the tender mercies of Iran, Syria, Turkey and ISIS, we are left with a clusterfuck because Congress and the President didn't properly debate the consequences of going after Saddam Hussein, who had zero to do with the 9/11 attacks. The build up should not have been possible to begin with.
The righteous and appropriate anger against the Taliban meanwhile has resulted in an ongoing US state of occupation and low level warfare for what, 17 years now? I'm not saying Congressional debate would have necessarily avoided that, but not even Trump, in one of the few areas I actually agree with him, could end the damned thing.
