First off, I don't think efficiency is necessarily an objective for voting

systems. An audit trail absolutely is. But, you still have paper in polling places. You have to set up and staff the polling places. All the people in the background still need to handle, deliver and count the votes. So the set up and staffing of polling places is a cost you eliminate, if that's your concern, particularly if you're talking about longer early voting times.
