There is no doubt in my mind it’s cheaper to vote on a digital counter

Machine. Most of the folks working these locations are already hired so you are paying for them anyway. The verification is easier, less paper, less envelopes, no postage (both ways), don’t have to count, don’t have to handle paper which many studies have shown how timely it is just touching paper. And most importantly you need to purchase suitcases to secretly store ballots and under a table.
