You realize they feed mail-in votes into scanners for the counting, right?
The costs of mail-in versus in-person voting are probably about the same once you factor in all the trade-offs (for example, you can print a lot of pieces of paper for ballots and envelopes for the same price as a voting machine, including maintenance/repairs, getting it to voting site, storage, etc.). If one method costs more than the other, it's not anywhere near enough to make a difference.
