I would argue that anything that makes it harder for someone to vote as
the result of a change in voting procedures has the potential to "suppress" votes. Requiring an ID doesn't prevent anyone who wants to vote from getting an ID and voting. But there are people who do not have a picture ID for a variety of reasons, hard as that may be for you or me to relate to. And when you now require an ID to vote, you just added an obstacle that wasn't there previously and voting by people currently without IDs will undoubtably go down. Now there may be good reasons for making the change to require an ID, but so far I've not seen any compelling evidence presented that voter IDs solve an actual problem that exists or has ever existed. So we're making it harder for a (small) subset of the population to vote with no demonstrable benefit.
I'd rather see the dems go all in on universal ID programs than on fighting voter ID laws, but it's hard to argue that requiring an ID won't reduce voting by people who do not currently have and ID.
That's why the GOP is pushing for voter ID laws
