Exactly. This starts with corporations.

I work in IT and have been involved in the hiring process. When I kept choosing to interview candidates with work experience over candidates who just had certifications, HR eventually started questioning me:

HR: This candidate has 3 certs. Why not bring him in?
Me: Because his certs are the easiest to get and his only work experience is level 1 support. I need someone who knows more.
HR: We pay more for people who have certifications.
Me: You shouldn't. A cert doesn't tell me if they can do the job. All it tells me is that he could stick his nose in a book for 6 weeks and pass a test.
HR: You can get a certification in a few weeks? It's not like a degree?

It's corporations that are making this happen. They are the ones that are equating formal education with qualifications. A lot of times, they don't even know what they're asking for.
