I’ve read that 27-30% of those are recent repeat crossers. Because we are

Expelling them they try immediately again. But normally there is a cyclical function to encounters, that is not holding as true this year. Makes some sense since everyone was locked down in 2020 and then add in Biden keeping Title 42 which is leading to repeat crossers, some multiple times.
