Sure, but residences are sticky.

Once you settle somewhere, you are much more likely to stay there than to move somewhere else. If they are going to come, I want them to go where they are going to be welcomed, not simply to become CA/AZ/NM/TX's problem because they just so happen to be border states. For governors and congressmen to welcome immigration in the abstract but not welcome immigrants into their own state is duplicitous. Maybe there needs to be a threshold. If we are going to bring in N% of the population as immigrants a year, every state needs to bring in AT LEAST N/2% of them.
