There was an open ordering system in place until some states started abusing it around the beginning of September. For example, Florida ordered 72% of all available doses despite having just 12% of all cases in the country, so the federal government had to intervene to distribute doses more equitably across the country. Do you think a state with 12% of cases should get 72% of a limited resource?
When the government increased total doses distributed at that time by 50% to 150,000 doses per week, Florida still got 30,950 doses - or 20% of the total while only having 12% of nationwide cases. You can't claim that Florida was being targeted for being a red state when they still got way more than their fair share of the distribution.
