People who don't rely on CNN for their news have known about this for over a year. This is not news, nor was it part of some secret plot.

The Trump campaign and others launched multiple very public challenges to the conduct and results of state-run elections on both Constitutional and legal grounds. Having an alternate slate of electors was always part of that strategy. They needed an alternative slate of electors available in certain states in case those states' elections were invalidated -- either in court or in Congress -- due to the allegedly illegal manner in which they were conducted.

This information (like so much else) was suppressed by your news sources, which have studiously avoided any mention of the election malfeasance that occurred in multiple swing states, but I can assure that the information has been public for more than a year.
