Are you serious? Some level of engineering is almost a given if you want


to have district-based representation that actually looks like America. That goes for districts that represent African American and Latino communities as well as rural districts that represent country white people. There really isn't another way to do it, tbh, or at least not a good one (if you tell a state to vote for their top 10 candidates and pick the 10 with the most votes, that doesn't work; if you just divide the state up evenly you may have a population that is 15% black, 15% Latino, and 10% Rural and have no representatives for those communities; etc.) It's a tricky exercise but no doubt has been abused by Republicans who simply took that equation and rigged the system to maximize the number of Republicans who get elected. A bit different than trying to round out America, I'd say (and would hope you would too).
