it's only "troglodytes" that led to the fully predictable results you get. (yes I realize NC and other states then took these carvings to absurd, and probably unnecessary levels to still attain their party dominance goals, but VA's 3rd had it's own legal challenges iirc) Simple fact is if you carve out a district to ensure representation as in your example, you can't avoid then having the leftovers being firmly unrepresentative of those same populations in another area. Not to mention create districts which are not representative of their area, but rather a portion of their area's population (say 15% per your example), and entrench the idea that representation can only be done along ethnic definition (which is false, and adds to racial division, IMO since I'm pretty sure Tim Scott would better represent me than Bernie for example).
