I'd hazard that's it's almost NEVER in either party's best interest


If you're the party in power at the time of redistricting, any change you make is either going to consolidate power or distribute it. One declares you craven power hungry politicians, the other declares you stupid. Good luck with that!

Even if a state were to come up with some sort of "objective" algorithm to determine district boundaries, that would just move the fight to the definition of the algorithm and the gathering of the input data. That's not necessarily better, and may be worse as things become even less transparent.
