No, very different. This is mostly about a political cat fight between the


GOP guv and the still Dem Legislature. Per state law, most state bills can not be paid unless there is an approved budget in place, There has NOt been an approved budget since the guv came into office. He WANTS to take a Kansas, and maybe a Scott Walker, track and slash spending to the bone. The Legislature thinks he will cause massive problems if they do so. So they have been at an impasse.

Also by law, state bills that go unpaid 90 days begin accruing a penalty equal to 1% per month. There are bills that are two years old (or longer), which have accrued 20% penalties or higher.

Illinois is a classic case of politics over public good.
