It's not partisan in that both sides are equally guilty.


I can't read your mind, but very often, when a professed conservative/libertarian blames something like this on "people wanting govt to be all things to all people", that's code for "it's the liberals' fault". It's not though - time and again, so-called conservatives scream about lowering taxes, but pay for them not with service cuts that could cost votes, but with unrealistic growth forecasts and debt.

Not saying that's what you meant, but to the extent some might read it that way, I would just call this a bipartisan problem.
