It's retroactive to Jan 1 of this year. Discussion on the logic of whether


to do that or not, and why, aside, isn't it standard practice to make tax cuts retroactive to the beginning of that year in which it's passed? I don't recall one ever not being done that way.

And it certainly wouldn't affect last year's deficit obviously. Kind of hard to do that given the vast majority of taxes for '16 have already been filed.
