equivalent funding to all districts. There are still some disparities, of course, but on school district can't have radically different funding models from others in the state. It still doesn't fix the problem, so I think it is pretty clear that this goes well beyond funding.

When I was growing up in Alabama though we certainly saw that disparity. The Huntsville city school system was superior to most others in the state. Interestingly, at that time a lot of education funding came from liquor taxes and about half the counties in the state were dry. A seriously screwed up funding model!
