It sprang from a combination of Orygun's trying to decide which procedures were cost-effective and which ones were just "feel good" procedures that wouldn't help a dying patient and providing counseling to patients with fatal medical conditions. The UK restriction springs from a reasonable medical concern, that smokers and the obese are at risk when they go under anesthesia. Asking them to stop smoking or lose weight before ELECTIVE surgery is not an unreasonable request. The snarky writer saw this and decided he could spin it as an indictment of Single Payer, the tsunami that is gathering strength on the horizon.
