Yes, it is the norm in many colleges now, but colleges have become whacked out bastions of liberalism and are not representative in any way of the real world.

I think the original statement still holds.
It is completely within the norm of human exploratory romantic behavior for people to take steps—sometimes physical steps—to see if the other person reciprocates their feelings

It might not be appropriate when one person holds authority over the other, but that is an unusual situation.
