Why would they move manufacturing? The "manufacturing"
that takes place in China is mostly final assembly anyway which doesn't require a highly skilled workforce so it wouldn't make sense to move that type of job to the US. It should also be noted that the components that go into the final assembly process which takes place in China are made all over the world (including the US), but mostly in Taiwan, Japan, South Korea, and of course China.
Still this announcement is nothing to sneeze at. 20K jobs is significant. And the $38 billion in taxes is 13% of the TOTAL corporate income taxes paid by ALL companies in 2016. Think about that... just ONE company, as a result of repatriation taxes (which are a 100% direct result of the corporate tax changes), is going to pay an amount in taxes equal to 13% of the total corporate taxes paid in 2016. That's pretty astounding.
And while no company has the cash overseas that Apple does, companies like microsoft, google, oracle, cisco, have hundreds of billions of dollars combined sitting overseas. This is money that would never be taxed without corporate tax reform.
