I'm arguing that anyone who puts any stock in the results of a generic
survey of public companies in which they are asked to give specifics about company plans as result of a change in policy, is a complete moron.
When I first read your post about "only" 9 of 100 companies planning to invest in salaries or charity, I knew exactly what the actual result would be before I even found the actual article. Companies just don't respond to shit like this... one way or the other. And when they do respond, they give a no comment or a generic non answer. So you effectively have a sample size of 9 against a population of 100. Draw any conclusions you want, but if you put any stock at all in that survey (in either direction), you are a total idiot.
