The two takes are not mutually exclusive.

These cops, now ultimately the whole force if this whole story sticks, will probably be viewed as only slightly less culpable than the shooter for this tragedy. They had a duty, and if this whole version of police response sticks, by definition they did not perform their duty.

We have a lot schools (and churches, and outdoor concerts) - that's a lot of security. A lot of little security platoons. I'm not sure I can comprehend the total cost. And we already have this minor deficit problem.

Paraphrasing Beerman, helluva thing - fixing too much gun violence with more, better, and easier to access guns. The logic escapes me. The cost is a bit clearer.
