In the real world, it is irrational.
When the Soviet Union fell, Regan got some credit for that, as his idea for militarily outspending the Soviets was a factor in their demise. However the event was rightly viewed as more of an accomplishment of the decades long work of the US, NATO, etc., than of just one man
There certainly was no victory dance months or years before Soviet troops withdrew from German and Poland.
It is irrational, premature, and quite frankly ignorant of a long process, likely to have numerous pitfalls.
I guess the Trumpelton's awareness of history doesn't even go back as far as W's days of mission accomplished.
