He's the current President of the United States, of course it's now his

responsibility.

When I move to a new job in the corporate world, replacing someone else whose work was below my standards, I generally have a 3-6 month window to occasionally bitch about inheriting a mess and occasionally use that as an excuse for why MY work isn't up to the standard I want it to be (baseline I'm starting with is crap)...

...but I'm still 100% responsible for the work I do in that job.

And even when I use "inherited a mess" as a bit of an excuse, I'm responsible for explaining what I'm doing to change and improve things and setting expectations for when that higher standard will be achieved. Also, after a few months that excuse is no longer accepted by my boss, peers, or the team that reports to me.

Trump has been President for a year and a half while this investigation into Russian meddling in our election has been going on, including now indictments against 12 members of the Russian government, and the most responsibility Trump has taken to do something about it is to say "but Obama!"
