Arguably yes, but not really the same thing at all. That impacts everyone
(including those paying rent that have that cost factored in to determine rent charged), is more of a funding mechanism for local gov't (which could be replaced by a local income tax, sales tax, etc.) rather than an additional Fed tax on only certain individuals, is typically a flat tax or as close as we have, and is not 2 or 3%.
This is more akin to arguing only RQ should pay property tax on his expensive North Arlington McMansion so I can have the goodies I want without having to pay my "fair share".
